I understand that Red Cross in Taiwan is not an official unit of your organization, nevertheless, this unit has been raising donation for the quake/tsunami relief in Japan since mid March. Regardless of its legitimacy, as long as their goal is humanitarian relief and conduct their action honestly, I would not have tried to raise this concern.
The Red Cross in Taiwan have raised US$51.2 million approx. from the Taiwanese people up to March 28th, however, according to the official announcement, it plan to send only a fraction to the Red Cross in Japan (approx US$15 million) initially. This organization claims that they will wait until the Japanese authorities have a clearer picture about their reconstruction project, then they will work through Red Cross in Japan to provide funding for temporary housing, emergency grants, hardware, reconstruction, and radiation related issues etc.
The money raised by the Taiwanese people is meant for the relief of disaster in Japan. The Red Cross Taiwan has no right to retain the money, nor has the authority to have official function in Japan. I am sure that the Red Cross International and the branch in Japan can take care of these issues without the help from Taiwan. This is a serious matter and I sincerely hope that you will look into it because it will be a scandal for Red Cross even if Red Cross Taiwan is not officially associated with your organization.
